CINCINNATI – Crews doing $9.9 million in rehabilitation work to city streets have finished three of the eight target neighborhoods and are nearing completion on another three.

The final course of asphalt was applied this week and last to streets in Kennedy Heights, Madisonville and Pleasant Ridge. Crews will do finish work, such as line striping, next week.

Meanwhile, crews will begin paving streets in North Avondale, parts of Avondale and Evanston next week. Paving is on schedule to be complete in November. Paving will commence in Corryville and the rest of Avondale by mid-October. Crews are currently doing curb repairs and casting adjustments in those two neighborhoods.

In Northside, crews finished grinding and leveling this week and will begin curb and driveway repairs, and casting adjustments next week. Road surfaces are ground down and left intentionally rough to allow crews to prep the surface so the new pavement adheres. Curb repairs and casting adjustments are the last major steps before the final course of asphalt is applied.

Paving may begin in mid to late October in Northside, depending on the weather. It originally was scheduled for late November.

This rehab project is funded as part of the city’s Capital Acceleration Plan. It covers approximately 37 lane miles in eight neighborhoods in 2016. Combined with the annual street improvement program, outside grants and CAP, the city is investing approximately $172 million to rehabilitate or resurface more than half its 2,936 total lane miles in all 52 neighborhoods by June 30, 2021.

The type of work varies based on the condition of each street but generally includes:
  • Grinding and paving
  • Replacing curbs and curb ramps
  • Repairing driveway aprons and sidewalks, as required
  • Adjusting utility castings to grade
  • Final surface coat of new pavement
  • Line striping
 
Typical work hours are 7:00 a.m. to 6:00 p.m. Monday through Friday. Crews may work later into the evening and on Saturdays, if needed.
 
Rehab work takes about two months to complete per street. On most streets, at least two lanes will remain open to through traffic during repairs. Local access to residences and businesses will be available at all times.
 
All roads will be reopened to through traffic during non-work hours.

On-street parking may be prohibited, as needed, to accommodate crews. Signs will be posted in advance to allow motorists time to find alternate parking options. In most cases, these temporary restrictions will be in place for less than 24 hours and a street will be reopened by 6:00 p.m. Violators will be towed per city ordinance.

About the Capital Acceleration Plan (CAP)
The Capital Acceleration Plan is improving streets and City owned vehicles to eliminate long-term maintenance and repairs costs. In terms of city streets, CAP provides $69 million in additional funding for improvements over the next six years.

Combined with the annual street improvement program, outside grants and CAP, Cincinnati is investing approximately $172 million to rehabilitate or resurface more than half its 2,936 total lane miles in all 52 neighborhoods by June 30, 2021. This investment will improve safety, save money, enhance the city’s business environment and raise the overall quality of life for residents.

CINCINNATI – Sycamore Street will be closed between 13th and 14th streets this Saturday, Oct. 1, from 6:00 a.m. to 6:00 p.m. so crews may set up a 100-ton crawler crane at Ziegler Park.

Motorists traveling north on Sycamore will be detoured west on 13th, north on Main, east on 14th and north again on Sycamore. Motorists traveling south on Sycamore will be detoured east at 14th, south on Broadway, west on 13th and south again on Sycamore.

Detour signage will be posted on site to help direct motorists and pedestrians. Local access to businesses and residences will be allowed.

Bus patrons should check Metro’s detour page at www.go-metro.com for updates.

The crane will be on site through December to assist construction crews renovating and expanding Ziegler Park located on the eastern edge of Over-the-Rhine, adjacent to the old School for Creative & Performing Arts and south of the Peaslee Neighborhood Center. The $30 million project includes a new aquatic center, deep-water pool, sprayground, playground, basketball courts, green space and an underground parking garage.

The 400-space garage is scheduled to open in December. Work on the park is slated to finish by early next summer.

Fourth Street Closed Elm to Race Oct. 3 – Oct. 16 for Parking Garage Demo

CINCINNATI – Fourth Street will be closed from Race to Elm streets for two weeks starting at 6:00 a.m. Monday, Oct. 3, through 9:00 p.m. Sunday, Oct. 16, so crews for O’Rourke Wrecking Co. may continue to safely demolish a 10-story parking garage. 

This phase of the demolition requires crews to use a wrecking ball and high-reach excavator along the east-west length of the rectangular-shaped garage, which extends a full city block on the north side of Fourth Street between Race and Elm streets. 

“Closing the street will provide the safest environment and allow the contractor to finish this stage of work quickly,” said Michael Moore, director, Department of Transportation & Engineering. 

|The crew will be removing as much of the south section of the structure as possible during this period. 

O’Rourke will be working two shifts from 7:00 a.m. to 9:00 p.m. daily to minimize the time the street needs to be closed. No activities that would create loud noise will be allowed overnight between 9:00 p.m. and 7:00 a.m.

Motorists traveling on Fourth Street will be detoured south on Race, west on Third, north on Elm and west again on Fourth. 

Motorists are encouraged to consider an alternate route during this period, especially during morning and afternoon rush hours when traffic is expected to be heavy.

Pedestrian access to all businesses, apartments and office buildings will be allowed at all times via the south sidewalk on Fourth Street. 

Local access to businesses for vehicles loading and unloading will be allowed from both ends of the closure via Elm and Race Streets. Police officers will be on site to assist vehicles that need to load and unload. In addition, Benham Alley will remain open for deliveries to businesses on the south side of Fourth Street.

Detour signs will be posted to help direct motorists and pedestrians. 

Demolition will take approximately six months to complete because of the size and location of the garage. The site, which is connected by skywalks to Mabley Place and Saks Department Store, is being cleared to make room for construction of a mixed-use residential and commercial tower. 

The curb lane and sidewalks around the site on Elm, Fourth and Race streets will remain closed until demolition is complete in February 2017.

Colerain Avenue and Elmore Street near Spring Grove Avenue in Northside Now Two-Way

CINCINNATI – The City of Cincinnati has reconfigured a one-way, triangular shaped stretch of Colerain Avenue and Elmore in Northside into two-way streets near their intersections with Spring Grove Avenue and the William P. Dooley Bypass.

“Converting Colerain and Elmore from one-way streets to two-way in this area will greatly improve access and traffic flow,” said Michael Moore, director of the Department of Traffic and Engineering.

Area motorists commonly use Elmore to access the Beekman Street entrance to Interstate 74
The new configuration opened this week and includes the addition of a left-turn lane on Colerain to Elmore, and on Spring Grove to Colerain. Crews also installed new traffic signals at both of the intersections.

New curbs and sidewalks also have been installed as part of the $4.5-million project, which was paid for by a combination of local and state funds.

A final course of asphalt and permanent lane striping will be installed later this fall.

The city also is using state and local funds to improve Blue Rock Street, another major access road in Northside.

In addition, the city is rehabbing all or parts of Cosby Street, Mad Anthony, North Argyle Place, South Argyle Place, Spring Grove Avenue and the William P. Dooley Bypass with funding from its Capital Acceleration Plan. The $2.3 million-rehab project, which includes repairs, new curbs and paving, is expected to be finished by early December.

Lane Closures on Eggleston, Culvert & Sentinel for I-71 Bridge Deck Demo Prep

CINCINNATI – A small stretch of Eggleston Avenue will be reduced to one lane in each direction overnight tomorrow, Friday, Sept. 23, beginning at 9:00 p.m. until 5:00 a.m. Saturday while crews for the Ohio Department of Transportation work overhead on Interstate 71.

The same lane closure on Eggleston, as well as Culvert and Sentinel streets, will be in place nightly next week from 9:00 p.m. Monday, Sept. 26, through 5:00 a.m. Saturday, Oct. 1.

Additionally, the closures may be in effect daily from 9:00 a.m. to 3:00 p.m. based on field conditions as work progresses.

Please see the attached map, which shows the closures.

Crews are preparing for the demolition and reconstruction of the interstate’s southbound bridge deck between the entrance to Lytle Tunnel and the pedestrian bridge to Mount Adams. Work on the northbound lanes of I-71 will start once the southbound side is finished in late November.   

Additional street or lane closures below the bridge decks will be needed once demolition is fully underway this fall. Updates will be forthcoming.

Surface Treatments Underway in Clifton, Heights, CUF and Mt. Auburn

CINCINNATI – Final surface treatments are being applied on streets in Clifton, Mt. Auburn, Heights and the CUF areas of Clifton Heights, University Heights and Fairview this week. Crews will begin work in East Price Hill, North Price Hill and Lower Price Hill by early October.
 
This work is part of the city’s first comprehensive preventative maintenance program since 1999, covering a total of 259 streets in 18 neighborhoods this year. The city plans to spend approximately $3 million annually on preventative maintenance through June 30, 2021 with funding from its Capital Acceleration Plan (CAP).

Preventative maintenance has been done in phases this summer, beginning in June with street repairs and concluding now with surface treatments. The type of work varied, depending on the condition of each street.

Repairs are finished in all 18 neighborhoods. Crews also have finished final paving in Bond Hill, Roselawn, Spring Grove Village and Winton Hills. All work is slated to finish by late October.

Residents and businesses affected by surface treatments will receive notice from the contractor approximately 48 hours in advance.

The contractor also will post “no parking” signs prior to the start of work, as needed, per street.

In most cases, temporary restrictions will be in place for less than 24 hours and a street will be reopened by 6:00 p.m. Violators will be towed per city ordinance.

Crews generally work 7:00 a.m. to 4:00 p.m. Monday through Friday but are allowed to work later into the evening or on Saturdays.

All roads will be reopened to through traffic during non-work hours.

Any rescheduled work will be performed the following day, in most cases. Updates will be sent, if needed.

Bottom Deck of Western Hills Viaduct to Close for Routine Maintenance Saturday

CINCINNATI –
The bottom deck of the Western Hills Viaduct will be closed this Saturday, Sept. 17, from 7:00 a.m. until approximately 4:00 p.m. for routine maintenance. In addition, the ramp at exit 2B from southbound Interstate 75 to the Viaduct will be closed until 1:00 p.m.
 
Through traffic heading east and west will be allowed via the top deck.
 
Detour signage directing motorists will be posted on site at Harrison Avenue, Central Avenue, Brighton Place and Central Parkway. Southbound I-75 traffic will be rerouted to exit 2A via Western Avenue/Liberty Street.
 
Crews will work on the lower level of the bridge, removing trash and replacing parts of specialized guard rails.
 
Drivers are encouraged to use caution when approaching the closure.
